Steep at 88°C or 190°F for 3-5 minutes.
As with any tea from the Camellia Sinensis plant, care should be taken not to over steep the leaves. Over steeping will result in the release of tannins and create a bitter cup. As there is considerable variations amongst oolong tea - steep accordingly. Less oxidized oolongs can be treated like a green tea and be steeped for a shorter time. More oxidized oolongs can be treated similar to a black tea with a slightly longer steeping time and higher water temperature.
